How to capture EBM receipts in Rwanda for RRA-ready bookkeeping

Historical context: This article retains its original publication date. Local tax requirements can change; confirm current rules and filing treatment with the relevant tax authority or a qualified local accountant. Document capture is not tax advice.

Every VAT-registered business in Rwanda interacts with EBM (Electronic Billing Machine) receipts daily. Whether you're buying office supplies in Kigali or fuel in Musanze, the EBM-printed receipt is the document RRA expects you to keep — and the EBM number on it is what links your purchase back to the RRA system.

    What's an EBM number, exactly?

Rwanda's Electronic Billing Machine system was rolled out by the Rwanda Revenue Authority (RRA) to ensure every taxable transaction is recorded at the point of sale. When a supplier issues you a receipt or invoice, their EBM device prints a unique code on it — sometimes called the EBM receipt code or simply the EBM number.

That number, together with the supplier's TIN, is what RRA uses to cross-check your VAT input claims against the supplier's output VAT.

Why it matters for your books

If you're claiming input VAT on a purchase, RRA expects to see the EBM number stored on the transaction. Missing it is one of the most common reasons VAT refunds get held up. Even outside VAT, having the EBM number attached makes audits dramatically faster — you can prove a deduction in seconds rather than digging through a folder of thermal receipts.

The manual way (and why it breaks)

Most small businesses in Rwanda still capture EBM numbers manually: someone keys them into QuickBooks (or worse, a spreadsheet) from a stack of receipts at month-end. This breaks in two ways. First, thermal receipts can fade, making codes difficult to recover. Second, EBM numbers are long and easy to mistype, which silently breaks your VAT cross-checks.

    The automated way

BillSnapp prepares extracted document details for human review. Use representative receipts to confirm required identifiers, currency and tax fields with your accountant before purchase. Review the details before exporting or posting an approved record to connected QuickBooks Online.

    Practical tips

    • Capture at the point of sale, while the thermal print is still crisp.
    • Don't rely on the paper alone — store the photo, even if you keep the receipt. Paper fades; digital doesn't.
    • Check the EBM number is present before leaving the till. Some suppliers print receipts that aren't EBM-issued, which means you can't claim input VAT.
